Re "Glendale enters fight over WW II sex slaves," July 11

Bravo to the city of Glendale for taking on Japan's denial of World War II atrocities. Unlike Germany's admission of its role in the deaths of so many and its efforts to compensate victims, Japan has taken the approach of denial and has refused compensation.

In fact, Japan has gone on the offensive, pointing to the wartime use of atomic bombs by the U.S. Hidden behind this rhetoric is the fact that Japan has never admitted that only two of its many atrocities — the Rape of Nanking and the Manila Massacre — resulted in many more deaths than those in Hiroshima and Nagasaki.

Glendale should not be intimidated by a few ultra-nationalists who do not represent the views of the Japanese people.

It was obscene for the Glendale City Council to approve the placement in a public park of a Korean sex-slave monument.

A park is a place for children to play, for aunts and uncles to walk hand-in-hand, for adolescents to kick a ball, for relatives to gather for a picnic. It is not a place for a particular group to display its cultural sores.

Any sculpture in a public park should be culturally neutral, uplifting, inspiring and above all beautiful. No parent should have to explain to a bewildered child what this monument means and why it is near their playground equipment. And if a parent is too embarrassed to explain, how explicit must the statue's plaque be?

The placement of this monument is symptomatic of a larger problem with this country. America used be a society of independent individuals seeking their own happiness. It has now become a mob of ever-growing victim groups whose sufferings must be on constant display.

The history of Imperial Japan's conquest of Korea belongs in the history books, not in a public park.

A few years ago I toured the Yushukan, the Japanese national military museum in Tokyo. This museum depicts the history leading up to and through World War II.

At best I felt like Alice looking through the glass, and at worst it was a revisionist worldview showcasing the alleged nonaggression and victimhood of the Japanese under Emperor Hirohito.

The Rape of Nanking is not explained and is called an unjustified "incident," while Japanese involvement in World War II is portrayed as saving Southeast Asia from imperialist Americans.

Interestingly, I had also recently visited a similar museum in Moscow that had a more balanced historical perspective. I left wondering how this version of history is taught in Japan's schools, and what it portends for the future.

Glendale City Councilman Ara Najarian, in responding to the unveiling of his city's monument to the Korean "comfort women" during World War II, stated, "It's not about punishing any country; this is about commemorating man's inhumanity to man."

Shouldn't Najarian have instead said "man's inhumanity to women"?

Re "Past and present," Letters, July 14

The claim that Japan refuses to acknowledge its World War II-era atrocities or pay reparations to victims is inaccurate.

Japan has apologized for and accepted the fact that it inflicted great suffering on the people of many countries. For example, in 1995, on the 50th anniversary of the war's end, then-Prime Minister Tomiichi Murayama expressed deep remorse, which has been upheld by all administrations since then, including the current Shinzo Abe administration.

In order to comprehensively cover the war damages to the countries involved, Japan provided reparations in accordance with peace treaties, which legally settled the individual claims as well.

In fact, this practice of comprehensively settling claims by signing peace treaties between countries is the international norm. On the contrary, it is my understanding that Germany took its own approach of issuing personal compensation to individuals such as Holocaust victims because Germany was divided into two nations and could not sign peace treaties to settle the issue of reparations comprehensively.

Japan respects Germany's sincere treatment of its war victims; however, our nation also managed to provide reparations in good faith despite our own difficult postwar economic situation. For example, reparations amounting to $550 million were made to the Philippines in 1956; this amount represented 18.2% of the Japanese government's budget.

Furthermore, to offer relief to World War II-era comfort women, the government has extended its sincere apologies and established the Asian Women's Fund, a cooperative effort between the Japanese people and their government. Through this fund, Japan has provided atonement money to former comfort women and implemented medical and welfare support projects.

LA주재 일본총영사가 21일 로스앤젤레스 타임스에 “일본은 위안부 문제 등 과거역사에 대해 사과와 배상을 끝냈다”며 “독일이 나치범죄에 대한 배상을 하는 것은 경우가 다르다”는 궤변을 늘어놓아 파문이 일고 있다.

이 기고문은 앞서 14일 LA타임스에 게재된 복수의 독자 투고문 ‘일본의 2차 세계대전에 대한 부인(Letters: Japan's World War II denialism)’ 에 대한 반박의 글로 게재됐다. LA 인근 글렌데일에 오는 30일 해외 최초의 위안부 기림 평화의 소녀상 제막식을 앞두고 보도가 잇따르는 등 관심이 증폭되고 있다.

준 니이미 일본총영사는 ‘일본은 어떻게 배상했나(How Japan has made Amends)’라는 기고문을 통해 일본이 과거 전쟁범죄에 대해 사과와 배상을 완전하게 이행했다고 주장했다.

준 총영사는 “일본이 2차대전의 잔혹행위를 반성하지 않고 희생자에 대한 배상을 하지 않았다는 주장은 틀린 것이다. 일본은 많은 나라사람들에게 큰 고통을 가한 사실을 인정하고 사과했다”면서 “1995년 당시 무라야마 수상이 깊은 후회(deep remorse)를 표했고, 이같은 입장은 현 아베 신조 정권을 포함, 역대 정부에 의해 유지되고 있다”고 말했다.

그는 “관련 국가들에 전쟁 피해를 완전하게 배상하기 위해 일본은 평화조약에 의거, 보상을 했으며 개인들이 제기한 송사도 해결했다”고 말한데 이어 독일의 나치범죄에 대한 배상 노력도 아전인수식으로 해석했다.

준 총영사는 “국가간의 평화조약에 따라 배상을 하는 것은 국제규범이다. 독일이 홀로코스트 희생자들에 대해 배상을 한 것은 전후 동서독으로 갈려 있어서 평화조약에 서명을 하지 못했기 때문”이라며 독일정부의 진심어린 참회와 배상노력을 폄하했다.

그는 “독일이 전쟁희생자들에 성의껏 대우하는 것은 존경할만하지만 일본은 전후 어려운 경제에도 불구하고 배상의 선의를 베풀었다. 1956년 필리핀에 5억5천만 달러의 배상금을 지불했는데 이는 일본 정부 예산의 18.2%에 달한다”고 밝혔다.

‘한국전쟁’의 비극으로 엄청난 특수속에 경제발전의 기초를 닦았음에도 “전후 어려운 경제상황”이라고 허언을 늘어놓은 것이다.

그는 한술 더떠 “나아가 2차대전 위안부들의 구조를 위해 일본은 진심어린 사과를 했고 정부와 국민들의 노력으로 아시아여성기금(AWF)을 설립했다”고 소개했다. 이어 “기금을 통해 일본은 보상금(atonement money)을 옛 위안부들에게 제공했으며 의료지원과 복지혜택의 노력을 기울였다”고 주장, 일본이 공식 사과와 배상을 회피해 반발을 불러일으킨 사실을 교묘히 물타기했다.

이에 대해 네티즌 독자(네이버넥스트도어)는 “니이미는 부끄러운줄 모르고 또다른 엄청난 거짓말을 하고 있다. 그는 모든 문제를 거꾸로 뒤집어서 비틀고 있다”면서 “현 아베 신조수상은 위안부문제에 대해 일본정부가 관여한 기록이 없다고 발뺌하지 않았나. 과거 정부도 ‘깊은 유감’으로 사과를 희석했고 ‘일본에 의한 것’이란 주체도 없이 ‘고통받은 사람들’이라고만 했다”고 지적했다.

그는 “2차대전에서 무려 3500만명을 살해하고 수십만명의 어린 소녀와 여성들을 성노예로 만든 것은 단순히 고통을 준게 아니라 인류역사상 유례없는 엄청난 만행이다. 부끄러운 줄 알아라 일본! 부끄러운줄 알아라 니이미!”하고 일갈했다.

또다른 네티즌 벨벳비치보이는 “내가 읽은 수십권 책과 일본의 만행에 관한 필름들을 사과라는 말로 잘라낼 수 없다. 알본은 과거 역사를 일본의 교과서에 확실하게 싣고 연구함으로써 현재와 미래세대들을 교육시키라”고 요구했다.

この寄稿文は先立って14日LAタイムズに掲載された複数読者の投稿文‘日本の第二次世界大戦の否認Letters:Japan's World War II denialism)’に対する反論文として掲載された。LA近隣のグレンデールに来る30日、海外初の慰安婦キリム平和少女像除幕式を控え報道が相次ぐなど関心が増えている。

投稿した新見潤日本総領事は‘日本はどのように賠償したか(How Japan has made Amends)’という寄稿文を通じて日本が過去の戦争犯罪について謝罪と賠償を完全に履行したと主張した。ジュン総領事は「日本が第二次大戦の残酷行為を反省せず犠牲者に対する賠償をしなかったという主張は間違いだ。日本は多くの国の人々に大きな苦痛を与えた事実を認めて謝った」とし、「1995年当時、村山首相が深い後悔(deep remorse)を表明したし、このような立場は現・安倍晋三政権を含む歴代政府によって維持されている」と話した。

彼は「関連国家に戦争被害を完全に賠償するため日本は平和条約に基づいて補償したし、個人が提起した訴訟も解決した」と話したのに続き、ドイツのナチ犯罪に対する賠償努力も我田引水式と解釈した。ジュン総領事は「国家間の平和条約により賠償をするのが国際規範だ。ドイツがホロコースト犠牲者について賠償したことは、戦後東西ドイツに分かれ平和条約に署名できなかったため」とし、ドイツ政府の真心に充ちた懺悔と賠償努力をこき下ろした。

彼は「第二次大戦で何と3500万人を殺害し数十万人の幼い少女と女性たちを性奴隷にしたことは単に苦痛を与えたのではなく人類の歴史上類例がない途方もない蛮行だ。恥を知れ日本!恥を知れ新実!」と一喝した。また他のネチズンは「私が読んだ数十冊の本と日本の蛮行に関するフィルムから謝罪という言葉を切り出すことができない。日本は過去の歴史を日本の教科書にはっきりとのせ研究することによって現在と未来の世代を教育しなさい」と要求した。
